Norway is developing Rogfast, the longest and deepest underwater road tunnel in the world, with a length of 27 kilometers and a maximum depth of 392 meters below sea level. The project, which began in January 2018, was temporarily suspended due to cost overruns, but work resumed in 2021, with completion estimated for 2033. The total cost of the project is approximately 2.4 billion dollars. The tunnel will improve connectivity on the west coast of Norway, reducing travel time between Bergen and Stavanger by 40 minutes and replacing existing ferries.

Rogfast will include a double roundabout at a depth of 260 meters and will have two separate tubes, each with two traffic lanes. The project is part of the modernization of the E39 highway, which connects Trondheim to Kristiansand. The technological challenges are significant, and construction involves simultaneous excavation from both ends, with a margin of error of only 5 centimeters. The use of a rotating laser scanner allows for the creation of a "digital twin" of the tunnel, ensuring accuracy and reducing financial risks.
