The plan, discussed by the U.S. envoy Thomas Barrack with Lebanese leaders, aims at state control over weapons and convincing Hezbollah to give up its arsenal. Israel is willing to reduce its military presence if the Lebanese army commits to disarmament. Hezbollah leader, Naim Qassem, rejected the initiative, demanding the withdrawal of Israeli troops. Barrack mentioned that Lebanon's economy will benefit from support from Gulf states to provide alternatives for Hezbollah members.
