The new institution, called a 'watchtower', will deal with Japanese citizens' problems with foreigners, such as crime and excessive tourism. Prime Minister Shigeru Ishiba highlighted concerns about the misbehavior of some foreigners, reflecting a growing political trend favoring nationalism.
