Tusk emphasized that the conflict could become a "permanent and eternal war" without a significant change in Russia. He expressed confidence that Ukraine will survive as an independent state and highlighted that Russia is facing severe economic difficulties due to international sanctions. However, Tusk warned that Russia has an advantage in the determination with which it fights, which poses a major challenge for the West. He also urged Britain not to underestimate the Russian threat, mentioning that Russia could attack any European capital, including London, and highlighted the cyber risks that Europe is exposed to.
