The mechanism is designed so that Kyiv can set priorities based on the military situation, rather than the EU creating a rigid list of eligible equipment in advance. Ukrainian authorities identify battlefield needs and send the Commission product lists, referred to as "product schedules," which are evaluated against the program's rules. "Ukraine analyzes the situation on the battlefield, identifies needs, and based on this, presents what we call product lists," explained the European executive representative.

The Commission says that the process can be completed in a very short timeframe, with the evaluation of a list typically taking only a few days. The speed is also possible because trade negotiations with industry are, in many cases, already advanced when the EU receives the funding request. According to the Commission, contracts between Ukraine and manufacturers are often signed before the transfer of funds, so deliveries can begin after the approval of funds without a new lengthy negotiation phase.

"This mechanism is implemented very quickly because, at the moment we make the payment, the respective contracts between Ukraine and industry are usually already signed," said the spokesperson. The Commission has not published the list of companies that received orders or the distribution of the 8.5 billion euros among drones, missiles, aircraft, and other military equipment. The confirmed information is that these three categories are among the products financed so far.

The mechanism can also cover future air defense needs of Ukraine. The Commission explicitly stated that Kyiv can request missiles, interceptors, or fighter jets if they are deemed necessary based on the military situation, after which the request is verified according to the program's rules. "Kyiv will have the opportunity to request what it needs, whether it is missiles, interceptors, or fighter jets, and we will analyze these requests in accordance with the applicable rules," said the Commission representative.

This clarification came in the context of questions regarding the shortage of Patriot missiles and Ukraine's need for additional air defense systems. The Commission has not announced the transfer of a Patriot battery or a specific number of interceptors through this mechanism, and the possibility for Kyiv to request such equipment should not be confused with the approval of a purchase. The availability of weapons, suppliers, and contract conditions must be established in each case.

Separate from the 90 billion euro program, the Commission reaffirmed that strengthening Ukraine's air defense remains a priority. The High Representative of the Union for Foreign Affairs and Security Policy has asked member states with stocks to provide more air defense means to Kyiv and continues discussions on increasing commitments and ammunition deliveries.

The Commission indicates over 220 billion euros as the cumulative value of support provided to Ukraine, of which 88.7 billion is for strengthening military and defense capabilities. These figures describe the broader European support and are separate from the 28 billion euros planned for payments in 2026 through the 90 billion program. Brussels mentioned in the same context the acceleration of joint purchases through SAFE, in which Ukraine can participate.

The 28 billion euros represent the value of scheduled payments for defense during this year and not equipment already fully delivered to Ukraine. At the time of the briefing, the Commission confirmed the transfer of 8.5 billion, leaving approximately 19.5 billion euros that can be paid based on requests submitted by Kyiv and their verification. The European executive did not present a monthly schedule for the next tranches nor a breakdown of these among the various categories of armament.

The structure of the program allows priorities to change based on the evolution of the front, and Kyiv to request different equipment throughout the year. The Commission describes the mechanism as one designed for speed, in which the operational decision regarding the need belongs primarily to Ukraine, while the role of European institutions is to verify eligibility and carry out funding. This arrangement does not mean that every request submitted by Ukrainian authorities is automatically accepted.

The 90 billion euro European support program provides Ukraine with resources to finance its needs under the conditions of the ongoing war. The defense component is structured so that Kyiv can adapt purchases to the evolution of the military situation and prepare contracts with industry before the transfer of European funds.
