The EU is analyzing a new request for billions of euros for Patriot in Ukraine after the attack attributed to Russia in Leipzig.

The attempted attack on Leipzig/Halle airport has become a new benchmark for the European assessment of Russian threats. Von der Leyen stated that the German government identified Russia behind an unjust operation against cargo planes and that, if it had succeeded, it could have caused significant damage and loss of human life. She described the action as an attack carried out by Russian operatives with military-grade materials on the territory of the European Union.

"I want to be very clear about what it was. It was an attack with military-grade materials, carried out by Russian operatives on the territory of the European Union. We will not tolerate this. We are fully in solidarity with Germany," said the President of the European Commission after meeting with NATO Secretary General Mark Rutte.

Von der Leyen linked the incident in Leipzig to other recent episodes, including repeated incursions into European airspace, drones disrupting airport operations, and actions against critical infrastructure. She argued that such incidents must be treated as part of a permanently altered security environment and that infrastructure used daily by the population must be protected accordingly, not viewed exclusively as civilian infrastructure outside a potential conflict.

"Leipzig marks a new escalation on the territory of the European Union, directly attributed to Russia. But it is part of a broader pattern of increasingly dangerous incidents: repeated incursions into our airspace, drones paralyzing airports, and interference with critical infrastructure. Europeans must accept the difficult truth that this is the new normal," von der Leyen said.

The Commission states that the EU already has rapid response teams that can support member states in the event of such incidents and that the protection of infrastructure will require a faster and better-coordinated response. Von der Leyen linked deterrence to three elements: intervention capability, preparedness before incidents, and the political will to respond when an action is attributed to an adversary.

Pressure on Russia is expected to increase through sanctions as well. The Commission President stated that the EU can prepare additional measures that will be activated when dangerous and potentially lethal actions are attributed and that channels through which Russia continues to support its war economy must be closed. EU foreign ministers are discussing new listings in Ireland, and the Commission is analyzing additional measures to reduce the financial resources available to Moscow.

"Our sanctions have weakened the Russian economy. We can use more sanctions and prepare them to be imposed as soon as such dangerous acts that endanger lives are attributed. Every breach that Russia exploits is one that we must close," von der Leyen stated.

Meanwhile, Brussels is preparing a new phase of funding for Ukrainian defense. Von der Leyen confirmed that the EU has received a request for payment of "several billion euros" intended for air defense and that the request includes Patriot PAC-3 systems. Member states are currently analyzing the request, and the Commission President said that the process is evolving favorably, without announcing a final decision or the exact amount requested.

"I can confirm today that we have received a new payment request. It is worth several billion euros and would cover Ukraine's air defense, including the very advanced Patriot PAC-3 systems. Member states are currently analyzing Ukraine's request, but I can say that things are evolving in the right direction," von der Leyen stated.

PAC-3 represents a component of the Patriot family intended for intercepting air and ballistic threats, and its inclusion in the Ukrainian request reflects the emphasis placed by Kyiv on strengthening protection against missile attacks. However, statements from Brussels do not specify how many systems or interceptors are requested or which states or manufacturers will provide the equipment.

The request comes alongside the European loan of 90 billion euros for Ukraine, which has already begun to finance military acquisitions. Von der Leyen stated that, since June, 8.5 billion euros have been paid for drones and missiles and that the mechanism can also finance fighter jets purchased from the European industry. This amount is distinct from the new request for air defense currently under evaluation.

The EU is also working with Ukraine on the FRIA project, which von der Leyen presented as a European initiative for developing a self-defense capability against ballistic missiles. The project fits into a broader strategy through which Brussels seeks to reduce external dependencies and transform investments in defense into a stronger European industrial base.

Air defense is not only addressed through the acquisition of additional systems. Von der Leyen stated that Europe needs a faster and more integrated alert system capable of transmitting information between states and allowing for the interception of threats in a shorter timeframe. The need for such architecture is related to both missiles and drones and incursions that can affect airports, cities, and critical infrastructure.

"Air defense is essential. We need a faster and more integrated alert system across Europe, and then we must intercept threats more quickly," said the Commission President. She linked this need to the European investment plan in defense of up to 800 billion euros, which includes 150 billion through the SAFE instrument for joint acquisitions and investments.

Cooperation with NATO is presented as the second component of this strengthening. Mark Rutte stated that the alliance and the EU need to develop their capabilities in parallel, and the increase in European spending directly contributes to NATO's collective defense. He pointed to over 139 billion dollars in additional defense spending made by European allies and Canada by 2025 and called for continued increases in investments and industrial production.

Rutte emphasized that investments must be transformed into capabilities, and the industry must be able to cooperate more easily both in Europe and across the entire alliance space. Expanding factories and production lines is important, but NATO is also looking to reduce barriers that prevent defense firms from working together and delivering compatible systems quickly.

The NATO Secretary General linked the incident in Leipzig to the deteriorating security environment on the eastern flank. He mentioned the increasing number of drones and missiles crossing allied airspace and hostile actions on NATO territory, including fires at factories producing defense equipment for Ukraine. In his assessment, these operations have not diminished the allies' willingness to support Kyiv.

"If Russia believes that we will be divided by these threats or that we will be discouraged from supporting Ukraine, it is mistaken. Our unity is unwavering, and our support for Ukraine is clear," Rutte stated.

He reaffirmed that allies have agreed to provide Ukraine with at least 70 billion euros this year and the same amount next year. The European loan for Ukraine is presented by NATO as one of the important components of this effort, alongside bilateral support, equipment provision, and investments in industrial capacity.

The meeting between von der Leyen and Rutte thus linked the response to the Leipzig incident to three broader directions: additional pressure on Russia, acceleration of Ukraine's air defense, and strengthening Europe's ability to detect and intercept threats before they cause damage. The new request for Patriot systems is still under analysis, while industrial investments and EU-NATO coordination continue separately.

The European Union is also expanding its defense capacity through SAFE and other instruments aimed at joint investments, while NATO is pursuing increased spending and production of equipment across the entire alliance space. The two organizations cooperate in areas such as air defense, critical infrastructure, defense industry, and support for Ukraine.

The new payment request for Ukrainian air defense does not yet represent approved funding. Member states are analyzing it, and the Commission has not announced the exact amount, the number of targeted Patriot PAC-3 systems, or the timeline for a potential payment.
