The government led by Ilie Bolojan tried to obtain a postponement for the milestone in the PNRR that provides for the reduction of special pension expenditures, the deadline being November 28. Government sources stated that European officials rejected the Executive's proposal, leaving no room for negotiation. The discussions were held informally by the Ministry of Finance, and Bolojan raised the issue in meetings with European Commissioner Valdis Dombrovskis, who did not agree to the postponement.

If the reform is not implemented, Romania risks losing 231 million euros. Within the governing Coalition, leaders are unable to reach a consensus, with social democrats proposing significant changes compared to the initial version of the Government, including increasing the percentage of pensions and extending the transition period for the retirement age of magistrates.
