According to the Ministry of Finance, between 400,000 and 450,000 economic operators in Romania will be affected by the obligation to report food waste, representing 33%-40% of the total number of companies.
This is the first time that companies are required to report such data, and the process requires a detailed analysis of internal flows. Reporting will be done both on the national platform and on the companies' own websites, and the documents must be correct and complete to avoid penalties. All operators in the agri-food sector, including producers, processors, distributors, and units in the HORECA industry, are required to implement measures to prevent food waste. These measures include selling products close to expiration at a reduced price and the free transfer of food. Companies must prepare an annual plan to reduce waste and keep detailed records of transfers. Inspections will be carried out by ANSVSA and MADR, and penalties for non-compliance with obligations can reach up to 40,000 lei.
