Daniel Băluță, the mayor of Sector 4 and president of PSD Bucharest, continues the conflict with mayor Ciprian Ciucu through a draft resolution submitted by the group of PSD general councilors. The project stipulates that Bucharest residents will only pay for hot water if it is delivered at the temperature specified in the contract with the Municipal Company Termoenergetica. If adopted, the resolution will have retroactive effect, starting from January 1, 2026.

Băluță emphasizes that the proposed changes will clarify the contracts for the supply of thermal energy, explicitly stating the required temperature. Additionally, the supply diagram will need to be updated and a calculation method will be established to reduce the price in case of non-fulfillment of contractual conditions. The Municipal Company Termoenergetica will have to initiate negotiations with Electrocentrale București to adapt the heating network to current requirements.
