The Mayor of the Capital, Ciprian Ciucu, stated on Wednesday, at a press conference, that the implementation of a centralized heating system (SACET) is essential to eliminate payment delays between Termoenergetica and Elcen, which have generated penalties of hundreds of millions of lei. Ciucu explained that such a system would allow the redirection of Elcen's profit of 85 million lei towards investments in the heating network.
He criticized the delays in the reform, mentioning that Termoenergetica is facing the same administrative problems as the former RADET, which went bankrupt in 2019. The mayor emphasized that Termoenergetica's debts have risen to 1.47 billion lei, while penalties have reached 410 million lei, affecting the PMB budget.
Ciucu proposed amendments to the delegation contracts to reduce delays and mentioned that ANRE only partially recognizes the company's losses. He highlighted that the heating network is oversized and that the real cost of a gigacalorie is significantly higher than the price sold to the population.
