The mayor stated that the mayor's office has no money for essential expenses, such as centralized heating, and proposed restructuring measures. Popescu believes that Ciucu hopes to gain image capital based on the "heavy legacy" and that he refuses to damage his relationships with the president. The criticisms also extend to Prime Minister Bolojan, accused of a lack of transparency regarding the CVs of the ministers. Popescu concludes that to implement real reforms, not only accounting is necessary, but also morality in governance.
