The National Company Maritime Ports Administration SA Constanța was fined nearly 1.6 million lei for failing to comply with the measures imposed by the Supervisory Board and National Decision (CSDN) in 2025, regarding the organization of maritime towing services. Additionally, CSDN imposed daily fines of 12,546 lei for each day of delay until the mandatory measures are implemented.


CSDN found that the port administration did not comply with European regulations regarding the provision of port services and financial transparency. The imposed measures included establishing requirements for towing services within 60 days, in accordance with European standards. CNAPM, established in 1998 and controlled by the Ministry of Transport, is obligated to impose minimum requirements on companies wishing to provide these services.
