CNAIR has presented solutions to the main problems reported by drivers and transport operators during the testing and operation of the TollRo app, the digital road tolling system. The clarifications address technical failures, loss of GPS signal, the management of large fleets, and the correction of incorrectly entered data.
If the problems are caused by the central TollRo system, such as unavailable servers or general payment errors, drivers should not be fined, according to CNAIR and MTI Order 922/2026. To demonstrate good faith, they must keep screenshots of the error, messages received from the payment processor, and check the official periods of unavailability published by CNAIR.
If the GPS signal is temporarily lost in tunnels or valleys, the app retransmits the data once the connection is restored. In the event of a prolonged interruption, the driver must stop at the first safe location and fix the problem or purchase a manual route ticket.
For large fleets, CNAIR recommends separate accounts for drivers and loading a shared credit balance, from which tolls can be paid automatically. Tickets issued with incorrect data cannot be modified or refunded; the operator must stop and issue a new one.
