CNAIR launched the TollRo electronic system on October 1, 2026, for charging vehicles used to transport goods with a maximum authorized total mass of more than 3.5 tonnes, but the platform encountered problems within its first hours of operation. Carriers were unable to confirm their accounts, register their fleets or make payments.
Although CNAIR had known since autumn 2025 that the system was due to become operational on October 1, 2026, the institution requested in September that the deadline be postponed until April 1, 2027, citing delays in the quality acceptance process. Subsequently, the company announced that the pilot version would not be migrated to the final system, and users were required to reinstall the app, create new accounts and re-enter their vehicle details.
On the night of the launch, the high volume of requests blocked the delivery of confirmation emails. CNAIR claimed that Gmail and Yahoo had temporarily limited the messages, deeming the activity unusual, and recommended that users check their Spam folders and avoid creating duplicate accounts.
The company also warned that amounts transferred directly to its accounts do not constitute payment for TollRo, the road vignette or the route ticket. The money must be requested back, while the charges can be paid only through the official etoll.ro portal and app, at CNAIR points, at the border or through authorized distributors. Some carriers did not know whether they would be penalized for being unable to pay.
