Transport operators are reporting serious problems with the TollRo platform, the electronic road-charging system that came into force on October 1, and are asking the authorities to postpone sanctions until the malfunctions have been fully resolved. The difficulties include the requirement to create a separate account for each truck, data entry by every driver, and fees up to four times higher than the road vignette.
The app was accessed by approximately four million visitors and authenticated users, while around 50,000 accounts and 170,000 vehicles were registered in the system. During the first 12 hours, more than 45,000 route tickets were issued and over 60,000 payments were made. Transport operators say, however, that some vehicles were registered multiple times because of technical errors.
Interim Transport Minister Radu Miruță ordered that users not be sanctioned during the technical incidents and estimated that the problems could be resolved within 72 hours. Industry associations warn, however, that the testing period was too short and that months of checks may be necessary, following the example of the RO e-Transport system.
The payment obligation remains in force, and transport operators must continue registering vehicles and purchasing charges whenever the platform is operational. They are also calling for faster use of OBU onboard units, considering them a simpler solution.
