Transport operators call for a delay to TollRo / CNAIR warns that the system is not ready for the October 1 deadline

Road transport operators are asking Parliament to postpone the entry into force of the TollRo system, scheduled for October 1, 2026, arguing that the platform and payment solutions are not yet ready. UNTRR is calling for the deadline to be postponed until January 15, 2027, and, if the date remains unchanged, for sanctions to be suspended for six months.

Starting October 1, TollRo is expected to replace the road vignette for the covered freight vehicles. The charge will be calculated based on the distance traveled, road category, maximum authorized mass and emissions class. Road vignettes already purchased for these vehicles will no longer be valid.

UNTRR is highlighting the lack of interoperable onboard equipment and the insufficient time available to test the TollRo application. Until the European Electronic Toll Service becomes operational, on January 15, 2027, transport operators would have to use the mobile application or the route ticket. The organization warns that drivers must not be required to monitor their phones while driving and calls for technical failures not attributable to users not to be sanctioned.

CNAIR is requesting an even longer delay, until April 1, 2027. The company says that the public pilot, which began on September 16, must be completed before the quality acceptance process. For now, the legal deadline remains October 1, 2026.
