The Confederation of Authorized Operators and Carriers of Romania (COTAR) is calling for the penalties for nonpayment of TollRo to be postponed until March 31, 2027, and for the temporary removal of the fixed fee of 2,000 lei. The request comes ahead of the entry into force of the new electronic tolling system for commercial vehicles weighing more than 3.5 tonnes, scheduled for October 1, 2026.
The organization says that payment and record-keeping applications still have deficiencies and do not, in all cases, allow the route to be correctly identified or the fee to be paid. COTAR maintains that the public pilot phase, which began on September 15–16, must last at least four weeks, while the quality acceptance process and integration of OBU devices have not been completed.
The legislative proposal currently under debate in Parliament would not eliminate the obligation to pay TollRo. Carriers would continue to pay the fee for distances that can be determined and demonstrated, but would not be fined for problems caused by the system. During the same period, the fixed fee of 2,000 lei would also be suspended.
CNAIR announced that the platform is ready to operate from October 1 and to issue documents for the road vignette, route ticket, and TollRo. The company had previously asked the Ministry of Transport to postpone the system until April 1, 2027, but, according to COTAR, had not received a response by September 18. Interim Transport Minister Radu Miruță argued that implementation must take place on schedule.
