Acting Transport Minister Radu Miruță said Monday, at Parliament, that he would not sign any order to fine carriers if the TollRo platform is not operational on October 1, 2026.
The Electronic Road Tolling System, managed under a contract by the National Road Infrastructure Administration Company (CNAIR), must become operational on October 1 at 00:00. Miruță stressed that the deadline is no longer a political option, as it is linked to the conditions imposed by the European Commission for future payment requests. The deadline had already been postponed from August to October, while a parliamentary amendment seeking a further extension was rejected.
The minister said CNAIR had a contractual obligation, set for a period of three years, to implement the system. He said technical problems still remained and were being resolved at the last minute, but insisted that carriers must not be sanctioned if the platform does not work.
TollRo applies to freight transport vehicles with a maximum authorized total mass of more than 3.5 tonnes and to mixed-transport vehicles considered equivalent to them. The fee will be calculated according to the distance traveled, the vehicle's mass, its EURO standard and the road category.
Starting October 1, payment will be made through the etoll.ro portal, the TollRo mobile application, authorized distributors, CNAIR points, border crossing points and SMS. The road vignette, route ticket and TollRo fee will be managed through the new system.
