Acting Transport Minister Radu Miruță announced that TollRo users will not be penalized when they are unable to fulfill their obligations due to malfunctions of the app. The decision was made on Thursday, following an analysis conducted together with representatives of transport operators and distributors.
The most important issue discussed was the risk that drivers acting in good faith could receive fines even though the difficulties were caused by the platform. Miruță said that the solution was introduced through a ministerial order, published in the Official Gazette, within the existing legal framework. The law regulating per-kilometer taxation was adopted in 2023 and cannot be amended by a caretaker government.
The minister stressed that he would not accept users being penalized for problems that the National Road Infrastructure Administration Company should have resolved.
During its first 12 hours of operation, the platform recorded approximately four million visits, 50,000 authenticated users, and 170,000 registered vehicles. More than 45,000 route tickets were issued and over 60,000 payments were made. The high volume caused overloads and communication problems with external systems.
