The Concordia Employers’ Confederation and the National Union of Road Transporters of Romania (UNTRR) are calling on Parliament to urgently adopt a bill suspending fines under the TollRo tolling system until April 1, 2027, or until it becomes fully operational.
The organizations say that transporters are not contesting the payment of the toll, but rather being penalized for technical problems beyond their control. The reported deficiencies include the application disconnecting during trips, incompatibility with certain phones, roads missing from the map, incorrectly entered restrictions, and the inability to issue tickets through to the destination.
In such situations, the legislation allows fines of 2,000 lei to be imposed every 12 hours. Transporters claim that TollRo generates costs six to ten times higher than the annual road toll vignette, depending on the truck’s age and route, while diesel has become more than 40% more expensive since the beginning of the year and sector margins are below 5%.
UNTRR warns that the penalties could particularly affect small companies, which account for approximately 80% of transporters in Romania. The organizations are also calling for a clarification procedure before fines are imposed, as well as the rapid correction of the system. Concordia warns that unresolved problems could lead to bankruptcies, layoffs, and disruptions in road transport, through which approximately 90% of the goods used in Romania are distributed.
