The Constitutional Court of Romania (CCR) ruled that the criticized law, which aims to implement the Unique Register of Transparency of Interests (RUTI) in Parliament, does not contravene constitutional requirements. The CCR confirmed that the law respects the principle of legality, the separation of powers in the state, and equality before the law. Additionally, the favorable opinion of the Legislative Council was validated, and the legislative amendments were correctly reflected in the explanatory memorandum.


Criticisms regarding the different status of deputies and senators were dismissed, with the CCR emphasizing that the regulation of RUTI does not alter the fundamental role of parliamentarians to serve the citizens. The law imposes transparency obligations on parliamentarians without affecting open dialogue with citizens. The CCR's decision is final and generally binding.
