Before the case in Buzău, the National Health Insurance House drew attention to a fraudulent practice encountered in healthcare facilities, where patients in vulnerable situations were “consulted” fictitiously. Horațiu Moldovan said that these services were automatically reported to CNAS for reimbursement, although the patients were not actually in the facilities, and in some situations they were entered into the system as being hospitalized for 5–7 days without being present.
At the same time, previous investigations also examined other types of irregularities in the medical sector: searches were conducted at Mavromati Botoșani County Hospital as part of an embezzlement and abuse of office case, with investigators looking into how special-regime medicines and working-time records were managed, including possible timesheets recorded “on days off” when the employees allegedly had not worked.
