The Ministry of Finance is working on a new performance evaluation mechanism for the employees of the National Agency for Fiscal Administration (ANAF), which could radically transform the way civil servants are rewarded.
According to a project under analysis, the evaluation of ANAF staff will be based on their direct contribution to increasing budget revenues. Employees who exceed the established objectives could benefit from bonuses of up to three salaries, while those who do not meet performance standards could be penalized with a reduction in income of up to 10%. The largest incentives will be granted to structures that directly contribute to the recovery of tax debts, such as the General Directorate for Fiscal Anti-Fraud.
The initiators of the project believe that this measure is essential for streamlining ANAF and promoting a performance-oriented institutional culture, in the context of increased pressure on revenue collection. However, there are concerns regarding the evaluation criteria and the risk of abuses, and unions may contest the measure if transparency is not ensured.
