Alexandru Nazare announces a change in the evaluation at ANAF: the identified risk, the correctness of the inspections, and sustainable results will count

Minister of Finance Alexandru Nazare announced that, starting in 2027, ANAF employees will be evaluated using clear, measurable, and verifiable performance criteria. What will matter will not only be the number of audits carried out or the value of the amounts initially assessed, but also the correct identification of fiscal risk, the targeting of audits, and the soundness of the decision.

The change is part of a central stage of the ANAF reform and of an NRRP milestone, through which the authorities aim to change the way the tax administration operates and its incentives. According to Nazare, underperformance may have concrete consequences, including salary reductions, while performance is to be measured and rewarded.

The minister says that, in the first seven months of the year, the budget deficit was reduced by 28.36 billion lei compared with the same period in 2025, while budget revenues increased by 11.2%. In the first half of 2026, ANAF reportedly collected 267.6 billion lei, 22.4 billion lei above the 2025 level.

The reform includes digitalization, artificial-intelligence-based risk analysis, the use of data from RO e-Factura and SAF-T, and the targeting of audits at taxpayers presenting genuine fiscal risk. Nazare also presented recent results, including 87 million lei in additional VAT assessed in a case involving the trade of agricultural machinery and more than 26 million lei in identified damages in a cross-border VAT fraud case.
