The Ministry of Environment, Waters and Forests (MMAP) has launched a public consultation on a draft emergency ordinance that imposes strict rules for second-hand products brought into Romania, including clothing, appliances, tires, and furniture. The project stipulates mandatory conditions for cleaning, testing, and certification, as well as stricter border controls. Used products can only be sold if they meet clear safety and hygiene standards, and economic operators will need to demonstrate their traceability. Penalties for non-compliance can reach up to 100,000 lei. Inspections will be carried out by multiple authorities, and dangerous products will be quickly withdrawn from the market. The project targets a wide range of products, including tires, furniture, and toys, and introduces bans on non-compliant vehicles. Operators will need to notify the authorities before introducing products and use an information system to monitor them. The project is in public consultation and will need to be approved before adoption.
