Before the deadlock over the budget rectification, the conflict between the PNL and PSD over the deficit was fueled by mutual accusations related to the way the indicators were calculated and presented. The PNL claims that the PSD uses Eurostat data “based on different methodologies,” citing a deficit of 9.2% of GDP for Romania in the second quarter of 2026, while the liberals state that, for the first six months, the deficit is 2% (cash) and 3.4% (ESA).
For its part, the PSD denied manipulation and argued that the deficit calculated according to the European ESA methodology is higher than that reported under the cash system, also citing Eurostat data: 9.2% for Romania (the second quarter of 2026) compared with 3.5% in the EU and 3.3% in the euro area. Meanwhile, Ilie Bolojan accused the PSD of preparing “excuses” for a possible failure to meet the deficit target, citing Moody’s, Fitch, and Standard & Poor’s forecasts for 2026.
