Clotilde Armand told the special committee that there is no explicit provision in Romanian law that forbids a mayor to be the manager of a project on European funds. She emphasized that there is a legislative vacuum, which the PSD would have taken advantage of to make a criminal case against her. Armand explained that Article 25, paragraph 2, of Law 176/2010, which regulates the state of incompatibility, does not prohibit the holding of parliamentary office.
