The European Commission intends to modify the rules of accession negotiations to bypass Hungary's veto, thus allowing Ukraine and Moldova to continue the necessary technical work for integration into the EU. Although Hungary is blocking the opening of negotiation chapters, EU officials are discussing the possibility for the majority of countries to advance the negotiations. This strategy could help the two countries implement the necessary reforms, even though public recognition of their progress may be limited.
