Ukrainian President Volodymyr Zelensky announced that Ukraine has made a proposal to Russia for a ceasefire aimed at the energy infrastructures of both countries. In a speech delivered on Monday evening, Zelensky stated that if Russia is willing to cease attacks on the Ukrainian energy sector, Ukraine will do the same. The proposal was communicated to the Russian side through the Americans and comes following a wave of Ukrainian drone attacks on Russian energy infrastructure, which have significantly affected Russia's export capabilities. The Kyiv General Staff reported attacks on the Sheskharis oil terminal near the port of Novorossiisk, causing a large-scale fire. The Russian Ministry of Defense confirmed the Ukrainian strikes and accused Ukraine of attacking the facilities of the Caspian Pipeline Consortium (CPC), stating that the purpose of these attacks is to destabilize the global hydrocarbon market. The Sheskharis terminal, one of the largest in southern Russia, was affected, having a storage capacity of 820,000 cubic meters.
