The White House has announced that it will intensify collaboration with artificial intelligence (AI) firms in the U.S. to counteract industrial theft campaigns orchestrated by foreign actors, especially from China. Michael Kratsios, the Director of Science and Technology Policy, emphasized in an internal memo that foreign entities exploit American companies through a process called "distillation," by copying AI technology developed in the U.S. Kratsios mentioned that the goal of these campaigns is to systematically undermine American research and development.
To prevent malicious exploitation, the White House will implement four measures: it will share information about the tactics used, better coordinate actions with companies, develop best practices for identifying and remedying these issues, and explore ways to trace the accountability of foreign actors. Although the memo did not detail specific action plans, a representative of the Chinese embassy contested the allegations, stating that the country's development is the result of its own efforts and international cooperation. Kratsios warned that the methods for detecting distillation are becoming increasingly sophisticated, casting doubt on the integrity and reliability of AI models built on such fragile foundations.
