The USA has issued a new ordinance invoking the Economic Powers of Emergency Law, considering the Cuban government an 'extraordinary threat' to national security. This decision could exacerbate the deep energy crisis that Cuba is facing, which has suffered severe fuel shortages in recent years, affecting the electrical grid and causing widespread blackouts. Oil supplies from Venezuela have stopped following the US military attack on the country and the kidnapping of President Nicolas Maduro. Trump stated that there will be no more Venezuelan oil for Cuba and claimed that the Cuban government is on the verge of collapse.
This ordinance will put pressure on Mexico, which remains one of the few states supplying energy to Cuba. According to a recent report from the state company Pemex, Mexico delivered nearly 20,000 barrels of oil per day to Cuba between January and September 30, 2025, but experts estimate that this figure has dropped to about 7,000 barrels per day. Mexican President Claudia Sheinbaum has been vague regarding her country's position, denying that it would have stopped oil deliveries to Havana, but stated that Mexico will continue to show solidarity with Cuba, without specifying the nature of the support provided.
