The Army’s Armament Plan for the next 10 years / Its components and the elements taken into account with each update

The Supreme Council for the Defense of the Country approved, at its meeting on September 7, 2026, the Romanian Armed Forces Endowment Plan for the period 2027-2036. The document establishes the armed forces’ equipment priorities in the context of the war in Ukraine and Romania’s commitments to NATO.

The plan, updated annually and built around a ten-year horizon, provides for the development of six categories of capabilities: engagement, protection, command and control, intelligence, projection, and sustainment capabilities. Priorities include the acquisition of anti-aircraft and anti-missile systems, drones and counter-drone systems, tanks, 155 mm howitzers, armored vehicles, ships, helicopters, and F-35 aircraft.

Some programs are already underway, such as Patriot, HIMARS, Piranha 5 armored personnel carriers, and F-35 aircraft. Romania also has 22 projects financed through the European SAFE instrument, 14 of which have been signed.

Through SAFE, Romania benefits from 16.68 billion euros, approximately 9.7 billion of which is allocated to the Ministry of National Defence. The Ministry of National Defence warns that European funds must be supplemented by increases in the national defense budget during the 2027-2030 period.
