Romania could receive a new tranche of European funds allocated through the SAFE program in the first half of 2027, if it demonstrates progress in implementing defense projects. The European Commission will analyze the first report submitted by the Romanian authorities, while additional payments will be conditional on the progress of investments.
Romania has been allocated EUR 16.68 billion through SAFE, the European instrument with a total value of EUR 150 billion intended to strengthen defense capabilities. On August 26, 2026, the country received the first tranche, approximately EUR 2.5 billion, representing the 15% pre-financing.
According to the European Commission, the Romanian authorities will submit progress reports twice a year. Each report may be accompanied by a payment request, and the funds will be disbursed if the projects progress in accordance with the requirements. SAFE funding must be completed by 2030.
Romania's plan includes 35 projects. Approximately EUR 12.48 billion is earmarked for military equipment, public order, and civil protection, while EUR 4.2 billion will finance transport infrastructure for civilian and military use.
The investments include 298 combat vehicles, military ships, air defense systems, Mistral missiles, drones, helicopters, radars, and C-27J Spartan aircraft. The program aims both to modernize the Army and to improve intervention capacity in crisis situations and disasters.
