The advance of 2.5 billion euros from the SAFE program will not be automatically distributed to the 35 projects in Romania's investment plan, government representatives say. Payments will be made based on the implementation status of each project and the progress of procedures and procurement contracts by the responsible institutions.

"The expenses incurred during the implementation of the Plan, until December 31, 2030, in compliance with the current legislation, form the basis for justifying the amounts of the loan. Consequently, there is no breakdown of the pre-financing of 2.5 billion euros by companies and specific investments. The contractual beneficiaries and the related payments result from the implementation of each project and from the progress of procedures and procurement contracts by the responsible institutions," the Communication and Press Relations Directorate of the Prime Minister's Chancellery also conveyed to News.ro.
