The breaking of a dam in Taiwan has caused the death of at least 14 people and the disappearance of 124, officials announced, after super-typhoon Ragasa hit the island.
Hong Kong and some areas in southern China were on maximum alert on Wednesday as Ragasa approached with strong winds and rain, forcing Chinese authorities to close schools and businesses in at least 10 cities.
