 
            David van Weel, the Dutch Minister of Foreign Affairs and Migration, stated that the Netherlands intends to open a 'transit center' in Uganda for the expulsion of targeted individuals, possibly starting next year. The agreement is considered compliant with international law and European legislation, but challenges in court are expected.
Human rights are a central component of this agreement, with the Netherlands requesting UN agencies to monitor their compliance. The project mainly targets migrants from the region, and the Netherlands thus becomes the second EU state with an external agreement for hosting rejected asylum seekers, after Italy.
