In the annual report, the Finnish Security and Intelligence Services (Supo) warned that Russian espionage could intensify in Finland once the war in Ukraine concludes. The conflict, which began in 2022, is likely to continue in the near future, but its end will allow Russia to redirect resources for espionage activities.
Finland, which has a 1,340-kilometer border with Russia and joined NATO in April 2023, will remain an important country for Russian intelligence services. Supo emphasized that Russia will restore its intelligence capabilities, particularly through the use of informants.
Finland has also accused Russia of orchestrating a "hybrid war" at the border, an accusation dismissed by the Kremlin. Despite these threats, Supo warned against exaggerating Russia's influence over Finland, noting that not all incidents can be attributed to Moscow.
