Import taxes will be eliminated for certain checkpoints, and the state will compensate for price differences. Three companies will be involved in this process, and the government will lift the ban on an additive used in refineries, despite its risks. Currently, 38% of Russia's refining capacity is inactive, mostly due to drone attacks.
