Rumen Radev stated that Europe is lagging behind in initiating negotiations with Russia and that a rapid reassessment of its strategy is necessary in the context of the conflict in Ukraine. During a press conference in Paris, Radev emphasized the risks of a "peace through strength" strategy, warning that attempts to achieve a conventional victory over a nuclear power like Russia could lead to nuclear escalation.

He highlighted that Europe should have led the negotiations with Moscow, considering that the current situation is extremely dangerous. Radev mentioned that Bulgaria has supported Ukraine, but emphasized that the Bulgarian government must prioritize the security and living standards of its citizens. He also stated that Bulgaria was not invited to participate in France's discussions regarding changes to the nuclear doctrine. Radev concluded that diplomacy must become the primary tool for resolving the conflict.
