Russian President Vladimir Putin has authorized subsidies for refineries, relaxing the rules for granting them, following Ukrainian attacks on energy infrastructure.

The decree signed on October 11 allows Russian refineries to benefit from subsidies even when market prices exceed the thresholds set by the government. This measure comes in response to the intensification of Ukrainian attacks, which have led to a fuel crisis in 57 Russian regions and in Crimea, where gas stations are rationed. In 2024, Russia spent 1.8 trillion rubles on subsidies, but payments drastically decreased in 2025. Authorities have banned gasoline exports until the end of October.
