Starting from December 13, the penalties for lacking mandatory civil liability insurance for vehicles (RCA) become effective, with fines ranging between 1,000 and 2,000 lei for those who do not have a valid RCA policy. These rules, introduced by Law no. 181/2025, apply not only to cars but also to bicycles and electric scooters, in response to the increasing number of accidents involving these vehicles.

Additionally, the law clarifies the obligations of owners of vehicles with suspended RCA, who cannot leave the vehicle on public property. Non-compliance with these rules may lead to the retention of the registration certificate, which will be returned only after proof of obtaining a valid RCA policy. The penalties are enforced by traffic police in the context of circulation on public roads.
