On Monday, the Senate adopted, with 98 votes “in favor” and one abstention, a legislative proposal that would introduce the mandatory wearing of protective helmets for all users of electric scooters and bicycles when traveling on public roads. The measure does not apply yet. The bill must also be approved by the Chamber of Deputies and then promulgated in order to produce legal effects.
According to the adopted text, the helmet should be approved and properly fastened, regardless of the age of the person riding the electric scooter or electric bicycle. At present, the obligation applies to persons under 16 who ride a bicycle or electric scooter on the roadway.
The proposal’s initiators argue that tightening the rules is necessary because of the high number of accidents. Loss of balance, uneven road surfaces, heavy traffic, speed, or collisions with other vehicles can cause serious injuries even during short trips or at low speeds.
The data presented in support of the bill show that, in the first seven months of 2025, the Romanian Police recorded 1,525 accidents involving scooters. The toll was seven people dead and 1,618 injured. At the same time, 2,751 people were treated in emergency departments, while more than 350 required surgical interventions. Traumatic brain injuries were among the most serious consequences.
