The Capital City Hall could prohibit minors from accessing rental scooters and penalize their illegal parking

Users of rental electric scooters in Bucharest could be required to be at least 18 years old, according to a draft regulation that is due to be debated and voted on September 30 by the General Council of Bucharest Municipality. Operators would be required to verify customers’ ages each time they log in to the app, and minors’ access would be blocked.

The draft also introduces stricter parking rules. Scooters may not be left in a way that blocks pedestrian or road traffic, access to buildings, public transport stops, pedestrian crossings, bicycle lanes, or green spaces.

Rental companies will be responsible for relocating improperly parked scooters. After being notified by the authorities, they will have no more than 120 minutes to intervene. Otherwise, the Local Police may remove the vehicles, and the operator will pay 50 lei for removal and 10 lei per day for storage, for each scooter.

The regulation also provides for restricting, through apps, traffic and parking in the Old Town area. Operators that fail to comply with the rules risk fines of between 1,000 and 2,500 lei.
