Germany has reached a principle agreement regarding the reform of military service, which provides for the official registration of all young people aged 18. Men born in 2008 will have to undergo a mandatory medical examination and complete a questionnaire regarding their skills and availability for military service. This reform introduces a "duty based on needs," activated only by a vote of Parliament, instead of automatic calls. If the security situation requires it, the Bundeswehr will select the necessary recruits through a structured process, resorting to a lottery only as a last resort.
To attract more volunteers, incentives such as a monthly salary of 2,600 euros, subsidies for driving licenses, and special status for long-serving volunteers are proposed. A legal target is also set to increase the number of soldiers to 255,000-270,000, plus 200,000 reservists, in accordance with NATO commitments. The draft law will be presented to Parliament for a vote by the end of the year.
