In a tense meeting in Moscow, European diplomats expressed concerns regarding the incursions of Russian planes into Estonian airspace. NATO representatives warned the Kremlin that they would respond with maximum force to future violations. Russia justified the incursions as a reaction to Ukrainian attacks, but European officials suspect a deliberate tactic. The meeting highlighted NATO's defense challenges in the face of an intensification of Russian activities in Eastern Europe.
