Ukraine’s former foreign minister, Dmytro Kuleba, warns that Russia is preparing for a broader confrontation with Europe and could test NATO’s unity through drone attacks on critical infrastructure. He made the statements in an interview with the Axel Springer Global Reporters Network, as cited by POLITICO.
Kuleba argues that anti-European propaganda in Russia, military preparations and an intensification of hybrid attacks point to a possible expansion of pressure on European states. He says Moscow could use drones and missiles to strike essential infrastructure, thereby assessing the response of Western intelligence services and security forces.
The former minister cited the failed drone attack on Leipzig Airport in August as a sign of these preparations. Following the incident, German authorities attributed responsibility to Moscow and announced a review of security measures for sensitive sites.
Kuleba does not necessarily anticipate a large-scale Russian ground offensive outside Ukraine, but considers a limited attack on a NATO country more likely, aimed at testing the alliance’s response. He said that Vladimir Putin can no longer be persuaded to end the war through negotiations.
At the same time, the former official warns that Ukraine is preparing for its toughest winter since the start of the invasion. Russian attacks have damaged energy infrastructure, transport networks, homes and essential services. According to Kuleba, Moscow’s goal is not merely to disrupt energy supplies, but to paralyze the country and weaken the population’s will to resist.
