Several EU states are calling for the reform of the European External Action Service, accusing it of a lack of coordination and the excessive autonomy of the head of diplomacy, Kaja Kallas.

Several member states of the European Union, including France and Germany, are expressing dissatisfaction with the functioning of the European External Action Service (EEAS), led by Kaja Kallas. These countries are calling for a major reform of the EEAS, accusing Kallas of excessive autonomy and of presenting positions without prior agreement from the member states.


European officials are even discussing the possibility of abolishing the EEAS, created 15 years ago to respond more effectively to geopolitical crises. The grievances also concern the overlaps and lack of coordination between the EEAS and the national foreign ministries.


Kaja Kallas is criticized for expressing personal opinions on sensitive issues, which has led to a competition for influence between the EEAS and the European Commission led by Ursula von der Leyen. The proposed reforms could involve transferring some responsibilities from the EEAS to the Commission and the Council, which could reduce costs and the number of positions. In response, a representative of Kaja Kallas states that she remains focused on strengthening the EEAS and the Commission in the area of foreign policy.
