According to Eurojust, the suspect had been trying since 2023 to create a terrorist group with the aim of conducting a "war of terror" in Romania and overthrowing the Romanian state. German authorities accuse him of attempting to establish a foreign extremist right-wing terrorist organization.
The investigation suggests that the suspect operated from Germany two encrypted messaging channels for recruiting followers, mainly young Romanians. Through these channels, he allegedly incited members to commit serious crimes, including arson attacks against buildings used by migrants and members of the LGBTQ+ community.
The case shows how radicalization, recruitment, and planning of violent acts can cross borders without the group being organized in a traditional manner within a single territory. The suspect was in Germany, the targeted individuals for recruitment were mainly Romanians, and the political objective cited by investigators concerned Romania.
At the request of the Romanian authorities, Eurojust supported the creation and coordination of a joint investigation team between Romania and Germany. This type of instrument allows prosecutors and investigators from two or more states to work together, quickly exchange evidence, and coordinate operational measures in a cross-border case.
Eurojust states that the joint team helped authorities to exchange evidence quickly and securely and to resolve judicial and evidentiary issues that arose during the investigation. Cooperation led to the arrest of the suspect and his placement in preventive detention in Germany.
From Germany, the Federal Public Prosecutor's Office in Karlsruhe, state police agencies, and police structures from Rhineland-Palatinate and Baden-Württemberg, including the police headquarters in Koblenz, participated. From Romania, the Prosecutor's Office attached to the High Court of Cassation and Justice and the Directorate for Investigating Organized Crime and Terrorism were involved.
Eurojust is the European Union agency for judicial cooperation in criminal matters. In such cases, its role is to assist national authorities in coordinating investigations involving multiple states, especially when evidence, warrants, hearings, searches, or judicial measures are needed in different jurisdictions.
