The Romanian government has blocked the implementation of the national program 'Cultural Vouchers for Students' until the beginning of the 2027-2028 school year, citing the budgetary constraints faced by the national education system, according to the emergency ordinance that amends the Law on Pre-University Education, published in the Official Gazette on January 30.
The emergency ordinance published on January 30 amends the Law on Pre-University Education, postponing the implementation of cultural vouchers, which were supposed to be granted progressively starting with the 2024-2025 school year.
These vouchers, worth 250 lei for each student, were intended to promote national and universal culture through access to cultural events, books, and trips. Although the program was initiated and approved by the Law on Pre-University Education no. 198/2023 to stimulate students' interest in culture, the Ministry of Education has not yet approved the necessary regulations for implementation, which has led to its suspension.
