Transporters in Romania, representatives of the Transport and Logistics Industry Employers' Association (ASTRA) and the Association of Road Transport Operators "Apulum", are requesting the replacement of the current temporary scheme for compensating the excise duty on diesel with a permanent mechanism for professional diesel, regulated by law.
This proposal is part of a package of 13 measures addressed to the Parliament and the President of Romania. The organizations emphasize that Romanian operators compete with transporters from European states that benefit from permanent fiscal measures, while support in Romania is limited, according to them.
Among the main requests are the establishment of professional diesel by law, the elimination of the budget cap for excise compensation, and the reduction of the reimbursement period to 15 days. Additionally, it is proposed to increase the non-taxable cap of the daily allowance for international transport and to modify the allowance regime.
The President of ASTRA, Denisa-Daniela Oltean, emphasized the need to adopt a permanent mechanism by November 30, considering that the current scheme expires on December 31, 2026. The organizations also request the Competition Council to analyze fuel prices in Romania, which are, according to the data cited in the statement, the highest in Central and Eastern Europe.
